I was actually going to write a review on this as well but I couldn't get past the third episode. I admire your fortitude. You hit every point I was going to make. Netflix has been missing the mark on a lot of their "original" content of late.

There was someone that commented a while back that 90% of everything ever painted, written, etc. is utter crap, and that, in the past, only 50% of anything ever made survived to land in private collections and museums, or something to that effect. Being someone who creates the 10%, of which only 5% will even survive (though, today, with the internet, a lot more can, even if it doesn't), takes real talent and skill, and thought. The other 90%, is this kind of rehashing of past tropes. And, its often vastly cheaper, among other stupidities, to buy the rights to make something like Altered Carbon, which is a simplistic echo of the current times, than, say, the Fox Meridian series, which creates a world with concepts ranging from AI becoming smart enough to need rights, the first "human" upload, due to an attack by a lunatic so serious it left little more than their brain functioning, and even a branch of the Catholic Church, which actually promotes safe and well trained sex workers - but still has bigots in it, that feel a "moral" obligation to protest against their existence.

Hollywood much prefers "cheap" ideas, easily bought, whose authors won't care how little control they have over the result, in most cases. It leaves them with more money to glitz up the production, so it looks really impressive, despite being the middle, or bottom, half of the 90% which is utter garbage imho. It doesn't surprise me at all when these people pick these titles, unfortunately.
