By that logic everyone on the planet should have an ankle tracker installed, at birth, and incarcerated in a minimum risk facility, so that *when* they finally commit a crime, not if, but when, they can just scoop them up and send them on to the next level of the prison, and skip the whole entire assumption that someone might not be guilty at all, of anything.

The US seems to be hell bent on proving that insanity can be taught as a form of society, and, sadly, we seem to be exporting the crap to other countries, in some cases. Because, if you wrote fiction where some of this nonsense took place, 50 years ago, it would have never been published, and called, “Stupid and implausible.”
